The Secretary of State for Business has announced that he will not refer the merger between Lloyds TSB Group and HBOS plc to the Competition Commission, on the grounds that the stability of the UK financial system outweighs the competition concerns identified in a report by the Office of Fair Trading dated 24 October 2008.
