HM Treasury published a consultation paper setting out proposals for the reform of the enterprise investment scheme (EIS) and the venture capital trust scheme (VCT) and the creation of a new seed investment scheme, on 6 July 2011. The consultation includes draft legislation and draft explanatory notes to deal with the exclusion of feed-in tariffs (FITs).
