On 2 November 2008, the Council of the European Union (Council) published a note from the Council Presidency to the Economic and Financial Affairs Council dated 31 October 2008. The note forms part of the Council's preparation for the international leaders' summit to be held in Washington D.C. on 15 November 2008.
