Electronic Document Information System (EDIS)

A platform and repository for document filings in investigations before the US International Trade Commission (ITC or Commission).
EDIS is accessible to anyone who registers for an account and creates a log-in password.
EDIS users may:
  • Search and run reports for investigation documents.
  • Create automatic updates, such as RSS feeds.
  • View nonconfidential filings and decisions. EDIS blocks confidential filings and decisions from access by anyone other than the Commission, its Administrative Law Judges, the Office of Unfair Import Investigations, and the ITC staff.
  • File documents in a pending investigation as a party or interested member of the public.
Participants in ITC investigations generally must file all documents through EDIS except for the following documents, which must be filed in paper form unless otherwise provided by the ITC:
  • Petitions, injury briefs, and comments under Title VII of the Tariff Act (19 U.S.C. §§ 1671 to 77).
  • Complaints and motions for temporary relief under Section 337 of the Tariff Act (19 U.S.C. § 1337).
  • Section 337 ancillary proceeding filings, including:
    • enforcement complaints;
    • modification and rescission petitions; and
    • advisory opinion requests.
The ITC maintains the EDIS website and provides more guidance there, including a User Guide for External Users and a Handbook on Filing Procedures.
