This Legal Update reports on significant changes to the local rules and procedures for all US federal district and appellate courts between January 1 and January 7, 2014. It also reports on changes to the individual practice rules for judges in select district courts during this time period.
US General Services Administration
The US General Services Administration released new Privately Owned Vehicle Mileage Reimbursement Rates, effective January 1, 2014.
First Circuit
District of Rhode Island
The US District Court for the District of Rhode Island revised Local General Rule 204(d), concerning pro hac vice admission. A copy of the previous version of the complete local rules is available here.
Second Circuit
Northern District of New York
The US District Court for the Northern District of New York updated its local rules. A copy of the previous version is available here.
Southern District of New York
The US District Court for the Southern District of New York:
- Updated its local rules, effective January 1, 2014. A copy of the previous version is available here.
- Announced changes to Local Rules 18 and 21, affecting the division of business between Manhattan and White Plains judges, which will take effect on January 13, 2014.

Fifth Circuit
Middle District of Louisiana
The US District Court for the Middle District of Louisiana changed its attorney admission fee to $191.
Southern District of Texas
The US District Court for the Southern District of Texas released a division of work order.
Sixth Circuit
Western District of Tennessee

Ninth Circuit
Central District of California
Judge Otis D. Wright II revised his standing minute order for new cases.
Judge Audrey B. Collins:
- Revised her procedures and schedules, which includes new information regarding filing mandatory chambers copies.
- Created a civil case management order.
Eleventh Circuit
Eleventh Circuit Court of Appeals
The US Court of Appeals for the Eleventh Circuit released General Order No.41, declaring an emergency that requires some cases to be heard and determined by a three-judge panel that includes fewer than two Eleventh Circuit judges.
Southern District of Georgia
The US District Court for the Southern District of Georgia created a dress code for all attorneys entering district courthouses.
