The European Commission has published a draft Directive on the inclusion of the aviation sector in the EU Emissions Trading Scheme. The draft Directive will now need to be considered by the European Council and Parliament.
The proposals cover emissions from flights within the EU from 2011 and (more controversially) all flights to and from the EU from 2012. The US claims the proposals are illegal under the Chicago Convention on International Civil Aviation and has threatened to take legal action against the EU.
