Departmental rules (部门规章)

Also known as ministerial rules (部委规章).

Departmental rules fill in the more generally worded legislation of the NPC, its Standing Committee and the State Council.

According to the Legislation Law of the People's Republic of China 2015 and other legislation, departmental rules are promulgated by:

The ministries and commissions under the State Council.
The People's Bank of China.
Other departments with administrative responsibilities directly under the State Council.

Departmental rules must be published in the State Council Gazette and are also generally posted on the website of the relevant ministry or commission.
