An article to discuss China's second draft of the Personal Information Protection Law (PIPL), which was released for public comment on 29 April 2021, six months after the first draft was circulated in October 2020. The article discusses the key elements of the revised draft PIPL, including the definition of personal information, scope of application, requirements for personal information processing, cross-border transfers of personal information, rights of individuals and obligations of information processors. It also summarises the material changes in the second draft in comparison with the first draft.
