Under section 35 of the Highways Act 1980, a person with an interest in land can enter into a walkway agreement with the local highway authority (or a district council after consultation with the highway authority) to dedicate footways in, through or under parts of a building as footpaths.

This standard document is for the dedication of a footpath in a covered shopping centre but could be adapted for use in other situations, for example, railway stations.
