A Practice Note describing investigations by the Office of Special Counsel (OSC) into complaints of prohibited personnel practices (PPPs). This Note describes the categories of employees who may file PPP complaints, how to file a complaint, OSC's investigation process and determinations, OSC prosecutions before the Merit Systems Protection Board (MSPB), and remedies available to correct PPPs or discipline agency officials or employees who commit PPPs. This Note addresses federal law and procedures applicable to federal executive branch employees and applicants.
