This Chart lists the options available to an agency when determining which procurement method is available for use when contracting for services or supplies. The goal of the agency should be to use the most efficient or required method. This does not always result in the use of negotiated procurement procedures under FAR part 15. This Chart sets out the general category of procurement, the method of procurement, the authority, and the justification or circumstances for using the procurement method other than full and open. In each one of these methods, the agency must determine that the contract is responsible (FAR 9.1) and that the contract price or cost is fair and reasonable (FAR 12.209, 13.106-3, 14.408-2, and 15.404-1(b)(2)).
