Windsor framework

The Northern Ireland Protocol as amended by Decision No 1/2023 of the Joint Committee. The term Windsor framework is also used more generally to refer to the package of changes to the text, interpretation and implementation of the Protocol that was agreed at political level on 27 February 2023 between the UK government and the European Commission at Windsor, and formally approved by the Joint Committee on 24 March 2023.
The amendments to the Protocol text set out in Decision No 1/2023 apply from 25 March 2023.
  • Reflecting the arrangements laid down in Decision No 1/2023, the Protocol, as amended by the Decision, should be known as the Windsor framework.
  • Wherever relevant in their dealings under the withdrawal agreement, the UK and the EU will refer to the Protocol, as amended by Decision No 1/2023, as the Windsor framework.
  • The UK and the EU may also, in their domestic law, refer to the Protocol, as amended by Decision No 1/2023, as the Windsor framework.
