This note summarises the EU Effort Sharing Regulation ((EU) 2018/842) and the Amending Effort Sharing Regulation ((EU) 2023/857). These set binding greenhouse gas (GHG) emissions limits on EU member states, in relation to sectors that are not subject to the EU Emissions Trading System (EU ETS).
