In Venoklim Holding BV v Bolivarian Republic of Venezuela (ICSID Case No. ARB/12/22), an ICSID ad hoc committee considered Venezuela's application under Rule 41(5) of the ICSID Arbitration Rules to have Venoklim's annulment application dismissed on the basis it was manifestly without legal merit.
