Circular (通知)
Also known as a notice. An official document that accompanies the release of administrative regulations and rules. Circulars provide:
- Guidance to lower authorities on the interpretation and enforcement of the administrative regulations and rules they accompany.
- Notification of the appointment of relevant public officials or cadres.
Circulars are widely used within the administrative and judicial systems.
