The US Patent and Trademark Office (USPTO) has announced it will hold a roundtable to discuss crowdsourcing access to prior art as part of the recent Presidential Executive Actions on high-tech patent issues.
On March 24, 2014, the USPTO issued a press release announcing it would hold a roundtable discussion to solicit public opinion on boosting crowdsourcing and third-party preissuance submissions which identify relevant prior art. This roundtable, which is scheduled for April 10, 2014 at the USPTO headquarters in Alexandria, Virginia, is being held as a part of the USPTO's ongoing implementation of President Obama's Executive Actions on high-tech patent issues. The roundtable will explore a range of existing crowdsourcing resources and will also feature:
  • USPTO speakers discussing the legal requirements for third-party preissuance submissions and reporting on data that has been collected from third-party preissuance submissions as well as from examiner surveys.
  • Guest speakers discussing topics relevant to the use of crowdsourcing and third-party submissions to identify relevant prior art.
  • An open discussion with the public.
Interested parties may also submit written comments on any of the topics identified in the roundtable notice no later than April 25, 2014 (79 Fed. Reg. 15319-02 (Mar. 19, 2014)).
