National Supervision Commission (NSC) (国家监察委员会)

China's top anti-graft watchdog, reporting directly to the National People's Congress (NPC) and its Standing Committee and operating independently from China's judicial and governmental system.
The NSC shares offices and staff with the top anti-corruption body of the Communist Party of China (CPC) (that is, the Central Commission for Discipline Inspection (中央纪律检查委员会)) to supervise and perform discipline inspection on CPC members and all types of state personnel, which includes public servants and public-sector officials such as:
  • Management personnel of State-owned enterprises (SOEs).
  • Management personnel of publicly-run education, research, culture, medical and healthcare, sports and other institutions.
  • Other persons who perform public duties pursuant to law, such as judges and procurators.
(See NSC website.)
The NSC was established in March 2018 by taking over the anti-corruption powers of various agencies (see Practice note, Understanding the 2018 government institutional reform: China: Anti-graft super agency).
