This note provides an overview of competitively appointed transmission owner (CATO) projects. It examines Ofgem's proposals for the introduction of a new regulatory CATO regime, including the types and eligibility criteria for such projects, the early and late build tender models, CATO revenue regulation and incentives, CATO licensing and risk mitigation measures. It features the statutory framework under the Energy Act 2023 for competition for onshore transmission and distribution projects.
