This Checklist generally refers to appellants in civil appeals from the US District Court for the District of Columbia, but the same general briefing requirements apply for petitioners in administrative agency appeals. Unless stated otherwise, the requirements for an appellant's opening brief are the same for a petitioner's opening brief.
