ICE Benchmark Administration (IBA) has published a paper on the US Dollar ICE Bank Yield Index, which invites feedback on an index aimed at meeting the needs of lenders, borrowers and other users of non-derivative or "cash" products who may need to start using benchmarks other than interbank offered rates such as LIBOR.
