In Shvidler v Secretary of State for Foreign, Commonwealth and Development Affairs [2023] EWHC 2121 (Admin), the High Court held that the decision to designate an individual under the Russia (Sanctions) (EU Exit) Regulations 2019 (SI 2019/855) had been rational and proportionate, given his close personal and financial relationship to a prominent Russian oligarch who had an influential relationship with the Russian president.
