National Development and Reform Commission (NDRC) (国家发展和改革委员会)

Glossary

A central government commission sitting under the State Council.

The NDRC's functions include:

Formulating and implementing strategies of national economic and social development, annual plans, medium and long-term development plans.
Monitoring macroeconomic and social development trends.
Co-ordinating and addressing major issues in economic operations.
Regulating investment projects of fixed assets in China.

China carried out a massive government institutional reform in 2018, which made the NDRC significantly weaker than it used to be. For example,

The power to oversee price-related anti-competitive conduct has been passed to the State Administration for Market Regulation (SAMR) (see Practice note, Understanding the 2018 government institutional reform: China: Single anti-trust regulator).
The power to manage the pricing of medicines and healthcare services has been passed to the State Medical Insurance Administration (SMIA) (国家医疗保障局) (see Practice note, Understanding the 2018 government institutional reform: China: State Medical Insurance Administration).
