According to the Legislation Law of the People's Republic of China 2015 and other legislation, administrative regulations are promulgated by the State Council (or its Standing Committee). The subject matter of administrative regulations is very broad, including matters for which enactment of administrative regulations is required to implement a national law. Administrative regulations must be published in the State Council Gazette (国务院公报), a national newspaper, and are also posted on the website of the State Council.
