National Copyright Administration (NCA) (国家版权局)

The Publicity Department of the Communist Party of China (CPCPD), when exercising copyright administration functions, is externally known as the NCA (see Practice note, Understanding the 2018 government institutional reform: China: Propaganda and media).
The NCA's major responsibilities include:
  • Formulating administrative policies and rules.
  • Managing copyrighted works and their usage.
  • Administering investigations of copyright infringements.
  • Managing copyright registration and statutory licences.

The powers of copyright registration are processed through the Copyright Protection Centre of China (CPCC) sitting under the NCA.
