Grievance arbitration tribunals set up by individual air carriers covered by the Railway Labor Act (RLA) and the unions that represent their employees to resolve minor disputes. The RLA grants system boards of adjustments exclusive jurisdiction over minor disputes involving air carriers. A system board's findings are conclusive and its award is binding on the parties.
