An overview of MOFCOM's record-filing regime for non-negative list FIEs. It introduces the negative list approach, the scope of the record-filing regime and the filing and updating procedures.

The MOFCOM record-filing regime was replaced by a foreign investment information reporting regime from 1 January 2020 with the implementation of China's first unified Foreign Investment Law (see Legal update, MOFCOM and SAMR issue final foreign investment information reporting measures).
