A term used by the Social Insurance Law of the People's Republic of China 2018 and other Chinese legislation to refer generally to government organs responsible for administering social insurance matters. SIAD does not refer to a specific ministry or local bureau or department and changes at the central and local levels. At the central level, SIAD is currently the Ministry of Human Resources and Social Security (MOHRSS). At a local level, SIAD is often the Local Department of Human Resources and Social Security (Local Labour Bureau). However, some localities have divided the governmental management functions for human resources and social security into separate bureaux.
