The clauses should be read in conjunction with Standard document, Section 106 agreement.
National Planning Practice Guidance defines travel plans as "long-term management strategies for integrating proposals for sustainable travel into the planning process" (Department for Levelling Up, Housing and Communities and Ministry of Housing, Communities and Local Government: Overarching principles on Travel Plans, Transport Assessments and Statements (6 March 2014)).
These standard clauses are for use where the residential travel plan is agreed and will be annexed to the section 106 agreement.
Travel plans can be secured by a condition or planning obligation. Planning conditions may be appropriate for smaller developments or for a simple range of measures. Conditions are not appropriate when payments are required.
Travel plans are "living documents" and must be updated regularly to remain effective.
