The ECJ has ruled that the concept of lending within the Rental and Lending Directive (2006/115/EC) includes the lending of a digital copy of a book by a public library. (Vereniging Openbare Bibliotheken v Stichting Leenrecht, Case C-174/15, 10 November 2016.)
