Cabinet Office publishes PPN 01/20: Responding to COVID-19

The Cabinet Office has published Procurement Policy Note 01/20: Responding to COVID 19, which gives information and guidance on public procurement regulations in relation to responding to the 2019 novel coronavirus disease (COVID-19) outbreak.
On 18 March 2020, the Cabinet Office published Procurement Policy Note 01/20: Responding to COVID-19 (PPN 01/20). PPN 01/20 provides that, in the exceptional circumstances of the 2019 novel coronavirus disease (COVID-19) outbreak, authorities may need to procure goods, services and works with extreme urgency.
PPN 01/20 covers the following options that may be considered in relation to urgent procurements under the Public Contracts Regulations 2015 (SI 2015/102) (PCR 2015):
- A direct award due to extreme urgency or due to the absence of competition or the protection of exclusive rights (see Practice note, Negotiated procedure without prior publication of a notice: General grounds for use of the procedure).
- Calling off from an existing framework agreement or dynamic purchasing system (see Practice note, Framework agreements let under the public procurement regime: Award of specific contracts).
- A call for competition using a standard procedure with accelerated timescales (see Checklist, Public procurement procedures: minimum time limits).
- Extending or modifying a contract during its term (see Practice note, Varying public contracts: PCR 2015: permitted variations).
