Compulsory Competitive Tendering (CCT)

An initiative whereby local authorities were forced to open up in-house services, such as refuse collection and road maintenance, to private competition in the 1980s in an effort to cut costs and improve value for money. The Best Value regime has now largely replaced CCT.
