Part of the Common Agricultural Policy (CAP) budget that deals with direct payments to farmers, and measures for agricultural market support and intervention such as storage and export refunds. Pillar 1 expenditure is fully financed from the European Agricultural Guarantee Fund (EAGF).

Following the departure from the EU, the UK has ceased to participate in CAP.
