A Practice Note addressing health plan identifiers (HPIDs), a requirement for identifying health plans in certain standard electronic transactions under the Health Insurance Portability and Accountability Act of 1996 (HIPAA). A related "other entity" identifier (OEID) could have been used by non-health plan entities (for example, third-party administrators) to identify these other entities in HIPAA standard transactions. In October 2019, however, the Department of Health and Human Services (HHS) issued final regulations (effective December 27, 2019) that rescinded previously issued regulations to implement the HPID requirements.
