A Checklist to aid facility or worksite owners or managers preparing to use a reserved gate system at a premises or worksite shared by multiple employers. It is based on National Labor Relations Board (NLRB) and federal court precedent interpreting the rights of neutral employers under the National Labor Relations Act (NLRA) to carry on their business without interference from secondary picketing.
