The Commonwealth first argues that the enactment of Act 127 did not violate Article III of the Constitution.
Article III, Section 1, relating to the passage of laws, provides: “No law shall be passed except by bill, and no bill shall be so altered or amended, on its passage through either House, as to change its original purpose.”
Article III, Section 2, relating to reference to committee and printing, states: “No bill shall be considered unless referred to a committee, printed for the use of the members and returned therefrom.”
Article III, Section 3, relating to form of bills provides: “No bill shall be passed containing more than one subject, which shall be clearly expressed in its title, except a general appropriation bill or a bill codifying or compiling the law or a part thereof.” Finally,
Article III, Section 4, relating to consideration of bills, provides in part: “Every bill shall be considered on three different days in each House. All amendments, made thereto shall be printed for the use of the members before the final vote is taken on the bill....”
