As the district court noted, Hansen states that the handcuffs were put on in an abusive manner and that she was physically injured in the arrest. According to the affidavit of neighbor Linda Barlow, when Hansen turned to go into her garage, one of the officers came over to Hansen and handcuffed her. “It looked like [the policeman] was using unnecessary force and the situation did not warrant such action. When the policeman handcuffed Mrs. Hansen he was rough and abusive to her person and I remember I was upset at the treatment she was receiving.” The record indicates that Hansen visited the local medical center for treatment of injuries sustained as a result of the arrest and she had bruises on her wrist and under her upper arm, and she complained of pain in her little finger and upper arm.
