Second, the City's interest in promulgating the Beach Rule 7.5(c) is significant. As previously set forth, the City has a legitimate interest in eliminating nuisance activity on its famous beach and providing citizens and patrons with a safe, aesthetic, pleasant environment in which recreational opportunity can be maximized.
