MOFCOM is the government department in charge of formulating and implementing policies and reform plans in relation to foreign trade, economic co-operation and investment. Among other things, MOFCOM is responsible for conducting investigations of, and approving, mergers involving foreign parties, in conjunction with the State Administration of Industry and Commerce.
