The US District Court for the Northern District of California denied motions to dismiss claims by small merchants that defendants Visa, MasterCard, American Express, and Discover violated antitrust laws through a conspiracy to shift liability for fraudulent charges from credit card issuers to merchants who failed to implement and use chip technology by October 1, 2015.
