The National Development and Reform Commission held a press conference to discuss a newly released draft pilot version of the negative list for market access. When it takes effect, the negative list will apply to both domestic and foreign invested businesses throughout the whole of the four provincial level regions that contain FTZs (that is, Shanghai, Tianjin, Guangdong and Fujian).
