A Practice Note discussing the key provisions of the Credit Card Accountability Responsibility and Disclosure Act of 2009 (CARD Act) and resulting amendments to the Truth in Lending Act (TILA) and its implementing Regulation Z. In order to protect consumers and establish fair and transparent practices in the credit card market, the CARD Act enhances disclosures to consumers of contractual and related information and restricts card issuers' ability to raise interest rates or charge late or over-limit fees.
