This Legal Update reports on significant changes to the local rules and procedures for all US federal district courts and appellate courts between February 18 and 24, 2015. It also reports on changes to the individual practice rules for the judges in select district courts during this period.
Second Circuit
Southern District of New York
Judge Katherine B. Forrest posted procedures for final pretrial matters in criminal cases.
Judge Lorna G. Schofield revised her procedures for advice of rights for a guilty plea.
Fourth Circuit
Middle District of North Carolina
The US District Court for the Middle District of North Carolina updated its CM/ECF administrative policies and procedures manual. A copy of the previous version is available here.
Eastern District of Virginia
The US District Court for the Eastern District of Virginia updated its CM/ECF policies and procedures manual on February 2, 2015.
Western District of Virginia
The US District Court for the Western District of Virginia issued a standing order regarding the division of cases among district judges.

Eastern District of Texas

Northern District of Illinois

Eastern District of Wisconsin
The US District Court for the Eastern District of Wisconsin announced that it will begin accepting sealed documents filed electronically on March 1, 2015. The instructions for filing restricted and sealed documents are available here.

Ninth Circuit Court of Appeals
The US Court of Appeals for the Ninth Circuit made changes to its model criminal jury instructions.
District of Alaska
The US District Court for the District of Alaska updated its CM/ECF administrative policies and procedures. A copy of the previous version is available here.
Central District of California
Magistrate Judge Kenly Kiya Kato:
- Updated her procedures and schedules to include instructions on stipulated protective orders.
- Posted a sample stipulated protective order.
Magistrate Judge Douglas F. McCormick updated his procedures to reflect that letters submitted in preparation for telephonic conferences regarding discovery disputes should be copied to all counsel.
Northern District of California
The US District Court for the Northern District of California issued:
- General Order No. 44 regarding the district’s assignment plan.
- General Order No. 67 regarding procedures for the assignment of patent cases.
Judge Haywood S. Gilliam Jr. posted his:
Magistrate Judge Nathanael M. Cousins updated his civil standing order.

The US District Court for the District of Guam updated its local civil rules.
The US District Court for the District of Guam issued General Order No. 15-0003, adopting the attached updated criminal local rules of practice effective March 1, 2015.
