On 20 April 2011, the European Commission published a proposal for a Council Regulation amending Regulation 521/2008 setting up the Fuel Cells and Hydrogen Joint Undertaking. Joint Technology Initiatives are introduced in the Seventh Framework Programme as a way of creating public-private partnerships in research at European level.
